I know there aren’t a ton of IKEA locations but I know they sell them for sure. You could also just go to a department store and buy a really cheap fiber-filled comforter and use that as a duvet. The only difference between a comforter and duvet is the color or pattern (which won’t matter if you use a duvet cover).

You can get hollow fill/synthetic ones somewhere.

synthetic is easy to find. your first clue will be that it’s significantly cheaper. I know i’ve seen them at several stores.

Seconding Ikea here. I have a faux down comforter from them that is toasty warm and was pretty darn cheap too.
